Organization and governance
More than 750 professionals work at the Court of Auditors
The Court of Auditors is a collegiate and independent body that sets the institution's guidelines, approves reports, motions, and memoranda, and, in the case of political parties, imposes sanctions for potential breaches. Furthermore, the Court of Auditors adjudicates cases of financial liability arising from the illegal use of public funds.
The organization of the Court of Auditors reflects the nature of its auditing and jurisdictional functions. It comprises several collegiate bodies: the Plenary, the Governing Board, and the Audit and Adjudication Sections, with the composition and functions established by the Organic Law and the Law on the Functioning of the Court of Auditors.
The Plenary is made up of twelve members appointed by the Congress and the Senate for a nine-year term. One of them is appointed President by the King. The Chief Prosecutor of the Court of Auditors is also a member of the Plenary, which is assisted by the Secretary General.
Governance is structured around the governing bodies. In addition, the auditor, the Technical Office, and the State Legal Service act as support bodies and other bodies that operate within the Court.
The Court of Auditors comprises over 750 professionals, including lawyers, auditors, external control technicians, staff from other public sector administrations and entities, and other personnel serving the institution. These employees are responsible for reviewing, monitoring, and ensuring the proper use of public funds and the effective functioning of the institution.
